Field due to an infinite linear distribution of charge is given by-

$E = \frac{λ}{2 π ϵ_{o} r}$

and $k = \frac{1}{4 π ϵ_{o}} = 9 \times 10^{9}$

$⟹ \frac{1}{2 π ϵ_{o}} = 18 \times 10^{9}$
