If the number of electrons is an atom 8 and the number of neutron is also 8 then
(i) what is the atomic number of an atom?
(ii) what is the charge on the atom?

In any atom, the number of electrons is equaled to the number of protons which is an atomic number.
(i) So as the number of electrons is 8 in the atom its atomic number is 8.
(ii) No chargee
