No, it is not possible to change constitutional provisions regarding federalism in India. The constitution guarantees the existence and authority of a federal government. It also clearly demarcates the responsibilities of each tier along with providing dispute resolution in case of conflict between the tiers. For example, constitutional provisions regarding federalism can only be amended after securing a 2/3rd majority in both the houses of the parliament and getting ratified by at least 1 /2 of the total number of state legislatures.
