Yes NH3 is a weak base.

An amphoteric oxide is an oxide that can act both as an acid and as a base.

H2O + NH3 → NH4+ + OH-

H2O + HCl → H+ + Cl-

Hence, we NH3 and H20 are amphoteric oxides.
