By inert pair effect, the stability order is:
Pb4+<Pb2+
Ge4+>Ge2+.
Hence, Pb4++2e−⟶Pb2+ and Ge2+⟶Ge4++2e− both are spontaneous towards more stable ions (ΔG∘<0). Pb4+ can be easily reduced to Pb2+ and thus is an oxidising agent. Ge2+ can be easily oxidised and thus is a reducing agent.
