A gun fires a bullet with an action force due to which the bullet ejects forward with a certain velocity.In accordance to 3rd law of motion every action has an equal and opposite reaction.In case of a gun, the reaction force pushing the gun backwards after firing is termed as recoil force and the velocity with which it gets pushed backwards is known as recoil velocity which is equal in magnitude to the bullet velocity.

The recoil velocity of a gun is the velocity at which the gun recoils after being shot.In keeping with newton`s 3rd law of motion (every action has an equal and opposite reaction),the gun experiences a force due to it being shot .the gun recoils or moves back .the velocity of this force is the recoil velocity of the gun.
