Let magnitude of the two vectors be P and Q, it is given that the maximum and the minimum magnitude of the resultant are 23 units and 7 units respectively.

Hence,

Rmax=P+Q=23..........(1),
(when both vectors P and Q are in the same direction or parallel)
Rmin=PQ=7..........(2),
(when both vectors P and Q are in the opposite direction or Anti-parallel)

Adding (1) and (2)
2P=30P=15Q=2315=8

Now if PQ, R=P2+Q2=225+64=17

Hence option D is the correct answer
