The photosystems are arranged on the thylakoid membrane:

Photosystem II is located predominantly in the granal thylakoid membrane.

Photosystem I is found in both the stromal and granal lamellae.

Assertion-Reason relation

ATP synthases are mostly located in the non-appressed regions of grana and some fractions of the stroma lamellae.

However, the stroma membranes are not rich in ATP synthetases.

So, both assertion and reason are incorrect.
