Let initial charge be Q1 and Q2.
Initial force =F=K×Q1×Q2r2=0.108
F=9×109×Q1×Q20.25=0.108
Q1Q2=3×1012
Now on connecting them, since they are identical so they will have equal charges.
Final charge =Q1+Q22
Final force =F=9×109×(Q1+Q2)24×0.25=0.036
