National Civil Services Day – Historical Background

  1. This date April 21 is chosen to commemorate the day when first Home Minister of Independent India, Sardar Vallabhbhai Patel addressed the probationers of Administrative Services Officers in 1947 at Metcalf House, Delhi,
  2. Patel addressed Civil servants as the ‘Steel Frame of India’.
  3. He also laid out the golden rules and principles of good governance for the civil servants in his address.
  • The word Civil Services dates back to the British time, when British East India Company civilian staff were involved in administrative jobs and were known as ‘Public Servants’. 
  • Its foundation was laid by Warren Hastings and later Charles Cornwallis reformed, modernised, and rationalised it therefore, Charles Cornwallis was known as the “Father of Civil Services in India”.
